The Kampala Capital City Authority (KCCA) Deputy Executive Director Benon Kigenyi has intensified supervision of ongoing works under the Kampala City Roads Rehabilitation Project (KCRRP), with a focus on quality works, safety standards and proper utility management.

During an inspection tour on Wednesday afternoon, Kigenyi directed utility companies to stop stringing wires on poles and instead use the underground ducts installed along the upgraded roads.

“All utility lines must be relocated into the provided ducts. We are phasing out telecom poles to improve safety and urban order,” Kigenyi said, noting that the ducts are available at no cost to service providers.

Kigenyi also raised concern over safety lapses at construction sites, particularly open manholes and inspection chambers that pose a risk to the public. On two occasions during the tour, he halted movement and insisted that exposed chambers be sealed before proceeding.

The first incident occurred near the railway crossing bridge in Nakawa. while the second was at Port Bell in Luzira. In both cases, contractors were compelled to mobilise materials and immediately cover the openings.

“That is why we carry out these inspections, to ensure there are no gaps and that such issues are addressed promptly. Safety is not negotiable,” he said.

He emphasised the importance of continuous monitoring, noting that close coordination between KCCA engineers and contractors enables timely corrective action where necessary.

Kigenyi further instructed contractors to clear and flush drainage channels clogged with silt to prevent flooding and maintain road durability. The contractors committed to addressing the issue.

By the time of the visit, asphalt laying was ongoing in parts of Kitintale, while landscaping teams were working on road islands and shoulders in other sections.

The Port Bell Road works form part of more than 30 roads being upgraded under KCRRP with funding support from the African Development Bank. Other roads under the project include Old Port Bell Road, Spring Road, Fifth Street, Sixth Street, Seventh Street, Eighth Street, Kabega Road, Old Mubende Road, and Sentema Road, among others.
