NRM’s Ssemogerere Wins Kabale PWD Seat in Rerun Election

Zefurino Ssemogerere, the National Resistance Movement (NRM) flag bearer, has won the Kabale District Male Councilor seat for Persons With Disabilities (PWDs) in a residual general election.

The election had been suspended on January 21, 2026, after Ssemogerere and his opponent, independent candidate Furugence Ayebare (also known as Fit-Fit), tied at 37 votes each.

A fresh poll was held on Tuesday at Kabale Municipal Stadium, where Ssemogerere secured 41 votes, defeating Ayebare, who garnered 27 votes.

The results were announced by Aisha Nansubuga, confirming Ssemogerere as the duly elected councilor. Speaking after his victory, Ssemogerere thanked voters for a peaceful exercise and pledged to advocate for improved services for persons with disabilities, including walking crutches, wheelchairs, and access to government programs.

Ayebare, who also serves as NRM publicity secretary for PWDs in Kabale Municipality, attributed his loss to alleged interference by senior party leaders. He accused Edison Turyahaabwa, NRM district publicity secretary, and Peace Rugambwa, Presidential Advisor on agriculture and local people, of bribing voters with mattresses to sway support for Ssemogerere.

Despite his dissatisfaction, Ayebare said he would not petition the court over the results.

In response, Turyahaabwa dismissed the allegations, saying Ayebare was venting frustration after the loss. He questioned what Ayebare may have offered to some NRM members who voted for him instead of the party’s flag bearer, and urged him to accept the results and collaborate with Ssemogerere for Kabale’s development.
