The Uganda Human Rights Commission (UHRC) Tribunal on Wednesday commenced hearings of human rights violation complaints in the Lango sub-region. During the two-day session, the tribunal is handling 16 complaints at its Lira Regional Office in Senior Quarters, Lira City East Division. The office serves the ten administrative units in Lango, including the city.
Of the 16 cases scheduled, three are expected to receive final decisions, eight are being heard for the first time, four are continuing for further hearing, and one is listed for amicable settlement. Most of the cases focus on the right to life, allegations of torture, and violations of personal liberty.
The Commission Chairperson, Mariam Wangadya is chairing the tribunal alongside Commissioners Crispin Kaheru, Lamex Omara Apita, and Steven Basaliza. Counsel Mathias Mwanje and Tuhangane Wilbrod are representing the State.
Speaking to journalists at the regional office, Pauline Nansamba Mutumba, the UHRC Director for Complaints, Investigations, and Legal Decisions, explained that some of the cases have dragged on for as long as 16 years due to inadequate funding for tribunal sittings.
She said such delays undermine the delivery of justice.
