Two police constables from Muhanga Police Station in Rukiga District are in trouble after being filmed demanding money from a client in exchange for a police letter. Police constables number 73027 Gorrete Akech and 77063 Sam Omara were recorded on Tuesday, May 4, 2025, by a man who had gone to the station to obtain a letter after losing his national identity card. In the video, the constables are seen demanding 5,000 shillings before assisting him.
After paying the amount, the constables processed the letter. When the client questioned why he was being charged for a service that was supposed to be free, Akech responded that they had come from eastern Uganda to work. Omara was heard advising the client to “use good language.”
The video, later posted on social media by the concerned client, whose identity remains unknown, sparked public outrage. Kigezi Region Police Spokesperson Elly Maate confirmed on Wednesday night that the two constables had been summoned for discreditable conduct. The matter is recorded at Muhanga Police Station under file number SD REF. 13/04/06/2025. Maate said a Police Disciplinary file is being processed, and the constables will face the District Disciplinary Committee.
Maate emphasized that police management condemns extortion for services that are supposed to be free and warned other officers involved in similar practices to desist or risk criminal prosecution. He urged victims of such misconduct to report to the Regional Police Headquarters in Kabale for formal complaint registration and further investigation-URN.
