David Lewis Rubongoya, the Kampala Central National Unity Platform (NUP) parliamentary candidate, has expressed shock and dismay at the deplorable housing conditions and poor living standards endured by residents in the city’s central division.
Before launching his parliamentary campaign at Kamwokya Market under the joint “Kampala Under the Umbrella” initiative, Rubongoya conducted a door-to-door outreach in Kisenyi, Kyamuka, and Kifumbira zones, where he interacted with residents and appealed for their votes.
Rubongoya noted that many residents in Kampala Central live in overcrowded, unsanitary conditions, with limited access to clean water and decent housing — a situation he described as “a shame for a city that fuels the country’s economy.”
“Kampala district generates a staggering 75% of Uganda’s tax collections, yet ironically, the city ranks among the worst in terms of service delivery. The revenue collected should be reinvested to benefit the people, but sadly, many residents are struggling with substandard housing and poor living conditions. It’s unacceptable that our people are forced to endure such hardships — these are things our NUP government wants to address,” said Rubongoya.
He proposed that the government should adopt a sustainable housing plan similar to Rwanda’s and Kenya’s Housing Finance Initiatives, which enable low-income earners to own homes through affordable payment schemes.
Rubongoya also expressed outrage at the state of water sources in slum communities, noting that residents are forced to fetch water from drainage channels, exposing them to waterborne diseases. He promised to use his international connections to attract investment and social support programs that directly improve the lives of his constituents.
“This is the job of a Member of Parliament, but as someone with connections in Uganda, the USA, Canada, and beyond, I want to work with these networks to bring benefits to our people, such as clean water and affordable housing. However, these efforts will be greatly enhanced when you elect President Kyagulanyi Ssentamu,” Rubongoya said.
Residents of Kamwokya expressed concern over what they termed as intimidation and harassment by security agencies, allegedly targeting NUP supporters under the guise of crime prevention.
Rubongoya’s campaign launch attracted several NUP leaders, including the Buganda Region Vice President Muhammad Muwanga Kivumbi, Mityana Municipality MP Francis Zaake, and all local government NUP candidates from Kampala Central Division. Muwanga Kivumbi praised Rubongoya’s dedication, describing him as one of the most disciplined and hardworking figures within the NUP leadership.
“Rubongoya is the driving force behind NUP. With a Master’s degree in Law, he gave up a lucrative career to join the struggle, and it’s clear he’s not in it for personal gain — if he was, Museveni would have co-opted him long ago. I can attest to his exceptional work ethic; he’s one of the most hardworking individuals I’ve ever met. The people of Kampala Central have made an excellent choice in him,” Muwanga said.
The Kampala Central parliamentary seat is one of the most hotly contested in the city. Other contenders include NRM’s Hajjati Minsa Kabanda, former Boxing Federation President Moses Muhangi (Independent), and Ibrahim Luzi (Independent), all seeking to replace incumbent MP Muhammad Nsereko.
