The Luwero district council paid tribute to Richard Bwabye Ntulume, the Resident District Commissioner, who died on Friday.
Bwabye, aged 51 years, died of leukaemia at Mulago National Referral Hospital. He served as RDC for Luwero district from 2022 till he died.
He previously served as Deputy RDC for Kira, Lubaga, Mukono, and Lwengo districts.
On Sunday, Luwero District Council held a special sitting to eulogize and pay final respect to Bwabye in recognition of his services to the district.
The motion was moved by Christine Nakamanya, the District Vice Chairperson, and seconded by Hussein Kato, the district councilor for Bombo town council. Nakamanya said that Bwabye contributed significantly to the Political, economic, and social development of the district.
Nakamanya said that through his service, he has been a unifying figure and committed to working throughout his life.
Kato said that through his leadership, the Luwero district has registered a decline in land conflicts through mediation and refusing to be bribed by land grabbers.
Denis Lukanga, the Speaker for Luwero District, said that it was befitting to honor Bwabye because he dedicated all his life to fighting for residents who are living under the fear of land grabbers.
Erastus Kibirango, the LC 5 Chairman of Luwero district, said that apart from fighting land grabbing, Bwabye was a good listener and respectful to all people irrespective of political affiliation.
He added that, unlike other RDCs, Bwabye shared a good working relationship with the local government, even though it is currently led by the opposition.
Kibirango said that the current Deputy Resident District, Abel Bekunda, had failed the test before his boss was buried after he engaged in fighting local leaders.
Kibirango’s for the sake of peace and to consolidate Bwabye’s legacy, the Deputy RDC Bekunda must be transferred elsewhere to save the district from conflicts.
Alice Kaboyo, the state minister for Luwero Triangle, said Bwabye had eliminated theft of animals, which were threatening household incomes, and praised him for advising her on handling issues of the area.
Rosemary Namayanja, the Deputy Secretary General of the National Resistance Movement, said that Bwabye has left an indelible mark on local leadership and described him as a top-notch RDC for worked with everyone irrespective of political affiliation
Namayanja said that she has worked with Bwabye for the past 28 years and has been consulting him daily on both local and national issues.
Namayanja said that Bwabye was the architect of the Greater Luwero Transformation programme and several other initiatives that have benefitted the district, but he never bragged about them.
She advised RDCs to emulate Bwabye’s leadership skills and promote peace, especially in the current electoral period.
Bwabye will be buried on Monday at his ancestral home located at Kagugo village in Luwero sub-county.
