Luweero, Uganda – The people of Luweero District are mourning the sudden death of their Resident District Commissioner (RDC), Richard Bwabye Ntulume, who passed away Friday night at Mulago National Referral Hospital.
Bwabye, who had served as RDC since 2022, was a well-known figure in the region’s political and civic circles. His passing, confirmed by family and district officials, came as a shock to many.
“It was shocking news for us at 9 p.m.,” said former minister and elder Hajji Abdul Nadduli. “Bwabye is our son as people of Luweero. May his soul rest in peace.”
James William Kinobe, an NRM official and long-time associate, described Bwabye as committed and community-focused. “It is sad news for the people of Luweero and the nation. We condole with the family, friends and the people of Uganda.”
Bwabye had earlier served in local government, including as district youth councilor and chair of the youth council. His colleagues praised his hands-on leadership style and strong ties to the community.
“He was a dedicated servant of his own people,” said Ronald Ndaula, a former Luweero district chairperson. “We shall miss his services and company.”
Burial is scheduled for Monday, November 24, at 4 p.m. in Kagugo village, Luweero Sub-county—his ancestral home. Mourners from across the district are expected to attend.
