Police officers at Kajjansi Police Station are under scrutiny following fresh allegations of extortion linked to nearly every case reported at the station.
The latest claims surfaced after a 22-year-old hairdresser from Zzana, Wakiso District, reported a suspected rape case over the weekend. The victim told police that she met Simon Ngobi at the Luboowa-Karting venue, befriended him, and later visited him at Canaan Estates. She alleges that while there, Ngobi and another man, only identified as Chairman, gave her drinks and subsequently raped her.
After the case was filed, Kajjansi police officers reportedly visited the scene. While police claimed to have collected exhibits, witnesses alleged that instead of making an arrest, the officers raided the suspect’s home and seized property.
“A man accused of rape, before any medical confirmation, before any lawful procedure, had his car, laptops, and personal property seized from his home in his absence. This was not an arrest. It was a raid, in the rush to extort,” a witness wrote on X, formerly Twitter.
He added: “Those officers forgot they were not operating in the shadows of the 1980s. This is a digital age. Neighbours were recording. Citizen Journalism and neighbourhood watch are now more powerful than any hurried police statement, and Kajjansi Police is earning a name for such swiftness — swiftness not in justice but in schemes.”
However, Luke Owoyesigyire, the Kampala Metropolitan Deputy Police Spokesperson, dismissed the extortion allegations, arguing that it would be impossible to extort a suspect still at large.
“Our crime scene officers collected relevant exhibits, including HIV testing kits, the Subaru vehicle with registration UBP 267F, which was allegedly used to transport the victim, bed-sheets, and other items. As for the extortion allegations, I don’t know about them, because the suspect was not found at the scene and we’re currently hunting him,” Owoyesigyire said.
He explained that the seized items are being used as part of ongoing investigations. He also urged members of the public with video footage of any misconduct by officers to present it for accountability.
“We’ve heard that they have video footage of our officers engaging in wrongdoing. We encourage them to come forward, and the officers involved will be subject to an investigation. Disciplinary action will be taken against the officers found guilty. We also urge the two prime suspects to come to the police and record their statements, allowing them to share their side of the story,” Owoyesigyire noted.
