Julius Odeke: My Undelivered Letter to President Museveni

By Julius Odeke

Not long ago president Museveni publicly expressed his displeasure towards the social parasitic and economic exploitation of Ugandans by the members of the noble offices of State House and office of the president. He openly castigated the conduct of State House employees, who have made it a habit frustrating Ugandans, who want to communicate with him either through letters or through other means, where it is a normal business for Ugandans to being charged connection fee as high as 30 million shillings for their letter to reach president’s desk. With sincerity, the president is spot on, on this matter.

At personal level, I would like to share my nasty experience with State House on non-delivery of official letter to the president.

Last year, in October 2024, I wrote a letter to the president and I deliberately channeled it through the office of the first lady because of the sad story I have heard about the conduct of men and women in president’s office. In a period of less than two weeks, I got a call from the first lady’s office to pick up my written reply and guidance on the steps they have taken regarding my letter.

I was delighted with level of professionalism and courtesy they showed me. The reply letter from the first lady’s office was addressed to the Principal Private Secretary to the president, State House Entebbe to accompany my original letter and I was called to pick its copy as evidence for them having channeled it to the president’s office.

To my disappointment and displeasure, it is now ten months down the road, I haven’t received any feedback even from the PPS’s office having received my letter and the standard operating procedures, for it to reach the president despite putting my personal telephone contacts.

Iam very confident that somebody trashed my letter and sat on it somewhere in State House Entebbe. I wonder why some people think they own the president, yet without the legal mandate of the people, there is no government.

As a Ugandan, who has been actively participating in renewing Museveni’s contract for more than 20 years, I wonder why such uncouth conduct should be meted on me when I need to communicate to my president. As a matter of fact, I’m determined to fight on until that letter is retrieved and delivered to the president for his action and decision.
