Human Rights activists in Arua City have urged the public to construct buildings and other structures in compliance with the Building Control Act 2020, to ensure that Persons With Disabilities (PWDs) can easily access services provided in public facilities.
The call follows growing concerns over the struggles faced by PWDs in accessing services, as many buildings—including markets, banks, and schools—remain inaccessible, limiting their rights and participation in public life.
Siyama Bairu, Projects Officer at Women Effort for Inclusive Development Initiative (WEID), highlighted accessibility challenges in some markets within Arua City. She emphasized the urgent need for improvements to protect PWDs, particularly women, who face difficulties navigating congested walkways and spaces without proper signage or safe areas for vendors.
Siyama was presenting a Rapid Accessibility Check audit conducted in selected markets, which revealed the challenges faced by PWDs in accessing public spaces.
A recent survey by the Arua City Union of Persons With Disabilities indicates that 4,779 PWDs are currently registered in the city, comprising 2,448 females and 2,331 males, all of whom require accessible public facilities to access essential services.
Kadija Aliru, a councillor representing PWDs in Arua City Council, said efforts are already underway to address accessibility challenges, particularly in markets.
Meanwhile, Arua City Mayor Wadri Sam Nyakua explained that the city’s enforcement team is actively ensuring that the Building Control Act is respected in all new construction projects. He noted that technical officials continue to give clearances only to buildings that comply with accessibility standards.
The Building Control Act 2020 requires developers to construct houses and structures accessible to everyone, including PWDs. This includes installing ramps, providing adequate health and sanitation facilities, and ensuring parking spaces are available for all users.
