Four municipal engineering officers in Kapchorwa have been remanded to Kapchorwa Prison over allegations of neglect of duty and conspiracy to commit a felony in relation to stalled and poorly supervised road maintenance projects in the municipality.
The officers include Bob Cherop, the Senior Civil Engineer; Alex Cherotich, the Assistant Engineering Officer; Silver Atebeni Chekwurui; and Patrick Kusuro. They appeared on Wednesday, Nov 19th, 2025, before Chief Magistrate Achok Abraham Moding, who remanded them until December 3, 2025, to allow the State more time to complete investigations.
State Prosecutor Sadat Ssengendo told court that investigators are still gathering evidence and tracking other implicated municipal officials reported to be on the run. “We request an additional time, for the nature of the case involves multiple projects and technical assessments that are yet to be completed,” said Ssengendo.
The four officers were arrested over the weekend in an operation coordinated by the State House Anti-Corruption Unit (SHACU) working jointly with the Directorate of Public Prosecutions (DPP). The court heard that the accused failed to ensure adherence to engineering standards, supervisory guidelines, and reporting procedures for projects financed under a UGX 1 billion national road maintenance grant allocated to municipalities and districts.
The charge sheet lists several roads where work allegedly stalled or remained incomplete. These include Chebukat, Kapenguria, Cheptui Bridge, Kaperet–Kaptu, Munda, Kinyanga–Bulambuli Road, Chesikwa Road, Barawa, Atar, and Kamukes, among others.
Prosecution stated that the contested works fall under the 2023/2024 and 2024/2025 financial years and that continued inaction by the officers led to persistent deterioration of road infrastructure in Kapchorwa Municipality.
The State further contends that the accused officers’ failure to carry out their supervisory duties amounts to criminal neglect and may have resulted in the loss or misuse of public funds meant for road rehabilitation. The suspects are expected back in court on December 3 for further mention of the case.
Mariam Natasha, the Public Relations Officer of the Anti-Corruption Unit, told Uganda Radio Network that the arrests followed growing complaints from residents, whistleblowers, and monitoring teams regarding the poor state of key access roads despite the release of government maintenance funds.
