Police in the Ssezibwa region have secured a court order to exhume the body of Jessica Mutesi, who was allegedly murdered and secretly buried on the orders of former Jinja City Education Officer, Amina Mutesi. According to preliminary investigations, Amina Mutesi, a resident of Njeru Municipality, allegedly instructed one of her farm workers in April 2025 to help her find a female casual laborer.
The worker contacted Jessica, a resident of Kikalamoja Cell in Southern Division, Jinja City. Jessica agreed to take the job for a monthly wage of 300,000 Shillings, prompting Amina to send her 10,000 Shillings for transport. However, Jessica reportedly went missing under suspicious circumstances upon arriving at Amina’s country home.
Concerned by her disappearance, family members filed a missing person report at Jinja Central Police Station (CPS) on May 15, 2025. The investigation led to several arrests, during which the prime suspect confessed to participating in Jessica’s killing.
The suspect told police that Amina instructed him to kill Jessica for reasons only known to her. He revealed that Amina promised him a reward of 3 million Shillings and initially gave him 500,000 Shillings as a commitment fee. According to the suspect, Jessica was coerced into drinking a concoction upon arrival and was later locked in the boys’ quarters.
He claims Amina then directed him to strangle her. Once Jessica was confirmed dead, Amina allegedly locked herself in the same room with the deceased before ordering the suspect to bury the body behind the pit latrine. Ssezibwa Regional Police Spokesperson, Hellen Butoto, confirmed that investigations had stalled as detectives awaited confirmation of the exact location of Jessica’s remains.
She said police have now obtained a court order from Njeru Court authorizing the exhumation. Butoto added that forensic and crime scene officers from the police headquarters have been dispatched to supervise the process. She further noted that all suspects are currently detained at Nalufenya Police Station as police collaborate with counterparts in the Kiira region to expedite the investigation-URN.
