The Inspector General of Police (IGP) has appointed Francis Chemusto, the Commandant of the Anti-Stock Theft Unit (ASTU), as the Election Zonal Commander for the Karamoja sub-region. The appointment is part of a broader strategy to strengthen security and ensure a peaceful electoral process ahead of the 2026 general elections.
As Zonal Commander, Chemusto will coordinate security operations across Karamoja, working with other security agencies and stakeholders to maintain law and order. While meeting police officers in Amudat District on September 30, 2025, Chemusto unveiled the National Election Master Plan for the 2026 elections.
He stressed professionalism, vigilance, and teamwork as key to delivering a smooth and incident-free process. He cautioned officers to remain within their mandate and allow the Electoral Commission to perform its duties without interference. Chemusto also outlined the dos and don’ts for security officers to prevent disputes and safeguard the integrity of the electoral process.
Commending the officers for their work so far, he noted that 55% of the electoral process had been completed without major incidents. He urged them to maintain their high standards of professionalism and commitment. “The police force and other sister agencies remain committed to ensuring a safe and secure environment for all Ugandans during the 2026 elections. We are confident in our ability to deliver on this mandate and uphold the integrity of the electoral process,” Chemusto said.
